I haven't had the chance to check out what's actually changed here, but it
sounds like mark recommitted part (or all) of Brandon's previous attempt
to extend libcrypt back in jan 1999 - he bumped the version number there
briefly as well, ISTR.

That code was kinda messy, so if mark cleaned it up somewhat (and solved
the bootstrap issues) its a good thing.

The reason Brandon bumped the version number is (probably) because he
added a couple of new functions to libcrypt - I don't know if these are
present currently (I didn't see their utility so removed them in my
replacement code). It's all backwards-compatible though so you're right
that it shouldn't have been bumped. This is current, though, and people
can deal with removing the .so.3 if we take it back to .so.2.
