Cost is a structure-controlled SGML/XML application programming tool.
It is implemented as a Tcl extension, and works in conjunction
with James Clark's nsgmls, sgmls, and/or expat parsers.

NOTE: The license is home-grown. It is not GNU or Berkely, but 
appears to be open distribution. It should be scrutinized.

>How-To-Repeat:

This port can be tested with an sgml document, corresponding dtd and 
cost translation spec.
