  No, it is not the case. ports/chinese is lack of maintainer"s", but
not bcoz the old maintainers are too busy. We just have no so many
people to do what we need, but first we did too many dirty hack in
portint some programs to Chinese. It is just BAD as I feel so.

  Well, freebsd-taiwan-chinese@freebsd.sinica.edu.tw is just a ml, it's
neither a BUG, nor a single user. Actually the most active users in this
ml are also some maitainers who maintain ports/chinse/[something]*, but
I don't really know how you want to appoint a category or a port to the 
whole ml. :)

just IMHO, and I have no problem with more maintainers in ports/chinese.
