Yes, it's a dump/restore of the existing root partition on the other
disk, and I can mount it correctly and verify this when booted off drive
zero.

Hmm. How can I verify this? The machine is remote and I've not got
access to the bios screen.

It will have to wait until a quiet period so I can reboot to verify, but
my memory tells me that when I tried to see what was on the disk from
the boot loader I got some message about inconsistent or corrupt
disklabel.

Is it possible that it's a bios issue and that the bios isn't correctly
configured for this disk?  How might I work around that if that's the
case?

This is what fdisk reports:
