1.13.2.2 (from 4.6-RELEASE), in the old sys/svr4 location.  I guess I
should have looked at current, but I didn't even consider the possibility
that such a simple fix wouldn't have been MFC'd (in six months!).  The
commit message for 1.20 is telling:

|  Take 10 seconds to actually fix the chgproccnt rather than just make it
|  explicitly error.  If the module is horribly broken, it should be
|  temporarily removed from src/sys/modules.
