take a look in the frontpage/version4.0/bin/ directory, there is
a file called fpsrvadm.exe that is used to admin the FP server.

(assuming you're using frontpage 2000, otherwise, change the
version4 to version 3 for FP 98)

Go to the security (7) menu, and enter all the details you want
for the administrator of the root web.
