Can we please discuss the ELF case?

BTW, this is a real problem *today*.  I bumped libreadline from 3 to 4
when I MFC.  (ache did the same in -CURRENT)

*might* have worked fine.  What about if a binary using the new
functionality (and no major bump), was run on an older system?
