what am i missing?

i keep getting this 'no available ptys' message... now before you
ignore this email since it sounds like i don't know how to setup my
/etc/ttys or /dev/ directory, please look at my config files below:  

(note that the system booted with these configs, and that it is a
2.2-CURRENT system from Jul 23.)

what am i missing?
