Just to followup to myself here: it seems this \c stuff really _did_
work previously, but stopped working only after the recent groff v1.15
import.  So -stable _might_ be affected by this... but only if it also
merges the groff upgrade.

If someone's ambitious enough to fix groff: go ahead, and back out my
changes afterwards. ;-)
