Consider using option helpers (shorter, more readable, declarative style,
no .include <bsd.port.options.mk> needed):

VAAPI_IMPLIES=	WAYLAND

VAAPI_LIB_DEPENDS=	libva-wayland.so:multimedia/libva
VAAPI_CONFIGURE_ENABLE=	vaapi-wayland
