I disagree with that as well.

The commit logs have the removal notice.

1) Bloat
2) Maintenance
3) Relevance

Nothing depends on CGI, so that reduces it to the same situation as the
modules in ports/

Mine is to make the Perl/FreeBSD merge as consistent as possible with
the needs of "base" FreeBSD.

Sure. That happens in ports. [X]Emacs has that problem. Apache has that
problem.
