I know there is a problem with the intel architecture that the PCI address space is placed in the upper parts of the 4GB memory space, so if you have 4GB ram, only 3 is visible to the machine as actual memory. The rest is PCI. I tried on a machine with 2GB physical RAM and one with 768MB of RAM and both let me allocate 1GB (-Xmx1G) just fine, buy not 2GB (-Xmx2G).
