I have tried "telnetd -l", "telnetd -k", "telnetd -lk", and just plain "telnetd" without any noticable difference. These changes were effected by editing /etc/inetd.conf and then "kill -hup" to the inetd process, then used "ps -aux" to verify "telnet -whatever" was running when connected.
