This sounds like a screwed SCSI bus configuration (mistermination or
such).  scsiformat itself does nothing very magic, it simply issues a
single SCSI command (FORMAT UNIT), and waits for up to two hours until
completion.

Again, without any console messages or such, we are almost helpless
here.
