Who do we send requests for commit permission to?  I sent through a
request to portmgr 19 hours ago and haven't received a response yet.

If your answer is portmgr, you don't need to defend 19 hours silence.
I'm sure portmgr is very busy, and I just want to make sure I'm waiting
for the right people.
