I was going to suggest that one of the other things that might be considered
is whether a time argument should be required, or whether it should default
to ``now''.

I think however that the idea behind shutdown still stands - operators and
admins should be encouraged to give their users fair warning before shutting
the machine down....

This patch looks good to me (although I haven't actually tried it).
