If depends if you are using FreeBSD stable or FreeBSD release.

If you are using FreeBSD stable, of course you are correct.

If you are using FreeBSD release, you will be using buildkernel
only if you are customizing a new kernel.  So there would be
no need to rebuild the binaries.
