No, an editor that does things behind your back that you don't understand
and inhibits getting your work done, is evil.  But of course, I don't 
consider Emacs evil, since I know how to use it. 8-)

I have this in my .emacs:

(setq vc-handle-cvs nil)

which does what you want.
