well ... since today 10 o'clock it works how it should.
but i've now idea why. 

i moved some fonts from the main fonts directory to ~/.fonts. 
after i have this done all programs are coming up with the Winding 
which was one of the fonts i've moved. after starting fc-cache 
the other fonts are also there. it works now with the standard 
fonts.conf and the lokal.conf from the bitstream-vera. 

thanks Mezz and Joe. your answers gives me a better understanding.
