 I think this is the same as a problem I'm currently tracking down.
 At least if you're running route6d(8) (or some other routing daemon)
 this is very likely.  Could you please try the patch at
 
     http://people.freebsd.org/~ru/patches/ipv6_rtentry_locking.patch
 
 and let me know if it makes your system feel any better?
