Can you restrict their $PATH?

Turn off execute bit for them would be the only way.

Actually... there's a 'smrsh' (sendmail restricted shell) that you might  
want to look into.

This might be a better topic for comp.mail.sendmail or checkout dejanews on  
same... I bet this topic has been covered there before.
