I think it would be premature to assume that they are finalized, but you can 
find the current draft in the source tree in src/release/doc.  In general, we 
don't hook up release notes to the web site until the release is actually 
ready to go, as this avoids confusion about whether the release has been made 
yet (which it hasn't as of this time).
