if_re and miibus are loaded as modules.



>Description:


Somewhere from FreeBSD RELENG_5_4 up to -CURRENT if_re started to spend noticable amount of time in interrupt handler in when the links status is down but the interface is configured and bringed up.
systam -vmstat shows what during re0 interrupt cpu time spend for interrupt serving rises up to 6%.





>How-To-Repeat:


Startup the system with configured reX interface and disconnected network cable or with link status DOWN.



>Fix:


Manualy bring down the interface when it is not needed to avoid the problem.
