Hmmm, if you can point me at a "Heads Up!" announcement which went to
either -current, -stable, -hackers, -announce or -arch a week ago,
I'll withdraw my comment about procedural errors being made.

Otherwise, I think that anything actually moving in the tree has
always merited a "heads up!" (and I do mean with that literally in the
subject line or in caps somewhere in the message) with ample warning
before actually doing the deed.  Just having a lot of discussion over
something first doesn't count since we have discussions about
practically everything and it's rarely clear in advance whether
they're just discussions or whether they're leading to some truly
tangible action.
