I got mail.local to work for me.  Come to find out that the binary
upgrade via CD from 2.2.8 to 3.1 did *not* overwrite
/usr/libexec/mail.local!  (I verified that by mounting the live file
system of CD number 2.)  It had the noschg flag set, which might be why
it didn't get overwritten.  Once I copied it over, it worked fine.
