Hmmm. I'm scratching my head trying to figure out why root would make any
difference. Permissions on your devices is probably not it (since fxtv
will print an error and terminate if this is the case), or maybe some 4.x
change that I don't know about (I'm running 3.2R & 3.4R). FWIW on my system:

crw-r--r-- 1 root wheel 92, 0 Jan 4 21:51 /dev/bktr0
crw-r--r-- 1 root wheel 92, 16 Jan 4 21:51 /dev/tuner0
No probs running as a non-root user.
Only other significant difference I see is you have quite a different set
of boot-up probes for the driver. Mine are:
