Step 15 says:
Browse to your server's web admin, Add Printer, and follow the directions.
http://your_server_name_or_ip:631/admin/ I used USB Printer #1 in my case.

Well, I did make sure that cupsd was inded running.
But browsing to ..../admin/ goes nowhere.
Browsing to just .../
gives me the links:

Do Administration Tasks
Manage Printer Classes
On-Line Help
Manage Jobs
Manage Printers
Download the Current CUPS Software


Of these links, only On-Line Help  and
Download the Current CUPS Software

take me to some other web page.
The rest just hang on "Loading..."
