I tried to update the arm-none-eabi-gcc to 7.4.0 and then 8.3.0 but having
nelib installed breaks these.

If i rename /usr/local/arm-none-eabi/include to prevent the compiler finding
the newlib  headers then compile and port build works again.  Seems like the
headers installed by newlib are broken in some way.
