Anyway, there are a lot more things you can't do at securelevel >= 1; installing a new kernel or world, for instance, since they involve overwriting immutable files. I guess you'd want to run your terminal server at securelevel 2, and use X terminals (or diskless workstations) instead of logging on directly on your server.
