Try adding a rule number to it (I'm assuming you already have other ipfw
rules installed, and your divert rule should be the first one):

  ipfw add 50 divert natd all from any to any via rl0

Do you also have the proper settings in /etc/rc.conf for natd and is natd
running properly?  From the looks of it, you should have the following in
rc.conf:

  natd_enable="YES"
  natd_interface="rl0"
