I don't think you will be able to sway -core on this one, I tried for half a year and got nowhere. I used all the same arguments as you do and then some, but everytime it was pointed out that: 1. This is a documentation issue, not a code isse. 2. We don't have sysctl/ioctl/socketoption doc in the kernel 3. For "normal" systems, it can be done just as good (probably better) by the KLD distribution containing a file with the description. For "restricted" systems, you will have to choose anyway if you want this. 4. It doesn't address multi-lingual doc issues and we wouldn't want it to in the kernel.
