Subject:   Removing empty files?

There are a bunch of empty files (patches etc.) lying around in the
tree.  I intend to remove those--after making sure that they don't
serve some nonobvious function.

Can I assume that empty files without function have accidentally
been forgotten, or do people keep them around on purpose to prevent
the history from disappearing after the next Attic cleanout?
