I can't give you the why, but I remember reading in one of the FBSD mailing lists essentially that 4.x=no, 5.x=yes regarding making world and kernel with GCC 3.x.  My own experience with 4.x bears that out.  OTOH, many applications build just dandy with GCC 3.x.
