The new EXPENSIVE_HARDEN option reflects the optional
--enable-expensive-hardening configure option that is supported by Tor. It
enables several compiler sanitizer options.

Passes poudriere with this option ON on 10 and 11. This option is OFF by
default, so it should have no effect on the default builds.
