You shouldn't be able to do that at all, unless there's still an old
copy of a superblock that confuses tunefs or something.

This is irrelevant to this discussion -- ccd requires a partition with
a disklabel entry of type "4.2BSD".  It does not require a 4.2BSD (or
whatever) filesystem to actually be in there.
