I have noticed a lot of people using the word "issue" in this way, the last few years. The differences between CTM and the other methods of updating are that CTM doesn't transfer entire source files, and it doesn't make any attempt to compare what's on the server with what's on your machine. I guess the implication of the sentence in question is that in order to do the comparison, CTM would need to pull them to the client. It doesn't do this. If I were to rewrite this, I'd say "CTM does not interactively compare the sources you have with those on the master archive.
