Have you deleted files or changed permissions in /bin?

Try to boot into single user mode.  At the boot prompt, enter -s.  If
you get a "can't find /bin/sh" error, try booting again in single user
mode and entering /bin/csh at the prompt for the shell.

Then, mount the disks with 'mount -a' and look at the /bin directory.
'ls -l /bin' should show you sh and csh with permissions 555
(-r-xr-xr-x), owner bin and group bin.
