There's no need to be so impatient, there are a lot of work for port
commiters and they will respond as soon as they have spare time and/or
your PR's queue position will be reached.

Anyway, I cannot see why your port is needed, if we have:
converters/iconv
converters/libiconv
russian/cyrproxy

Please look at them and decide, if you really need this new port.
