You cannot use freebsd-update with a -STABLE or -CURRENT version of your installation. (Performing Major and Minor Version Upgrades): https://www.freebsd.org/doc/en_US.ISO8859-1/books/handbook/updating-upgrading.html While it is usually no big deal to upgrade to a new major version, many users say that they prefer to install from scratch, using the latest release of the new major version, then applying the patches using freebsd-update.
