Figured it out for myself after much testing.

This is the contents of my working config.inc.php file.

  $i=0;
  $i++;
  $cfg['Servers'][$i]['auth_type']    = 'config';
  $cfg['Servers'][$i]['user']         = 'root';
  $cfg['Servers'][$i]['AllowNoPasswordRoot'] = 'true';
  ?>
