If you have made user toor able to be logged in to without a password, then I would be surprised if your system isn't riddled with rootkits and other trash and if it isn't, it deserves to be. You should no more make toor or any other id accessible without password or some authentication/authorization required control than you should do it for root. Good grief!! Otherwise, the first item, single user boot and set the root password is the correct answer.
