I.          DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of a We=
b Content Developer, hereafter referred to as Worker, who meets the general=
 qualification of ITSAC Technical Writer Level 1, Technology Type Core and =
the specifications outlined in this document for the City of Austin =96 Aus=
tin Energy (AE).  All work products resulting from the project shall be con=
sidered =93works made for hire=94 and are the property of AE.  AE may inclu=
de pre-selection requirements that potential Vendors (and their Workers) su=
bmit to and satisfy criminal background checks as authorized by the Texas l=
aw.  AE will pay no fees for interviews or discussions, which occur during =
the process of selecting a Worker.

This Worker will perform ongoing Web site content editing and development s=
upport for Austin Energy=92s Web sites.  The Worker will be responsible for=
 analyzing, managing and implementing changes within the current site archi=
tecture for the existing Austin Energy Web sites.=20=20

Services to be performed will include, but not be limited to, the following:

=B7         Developing and editing content for Web sites.

=B7         Evaluating and understanding user needs, intents and business g=
oals for Web site content.

=B7         Collaborating with internal customers and IT staff to scope pro=
jects and define content requirements.

=B7         Developing project documentation associated with Web content de=
velopment.

=B7         Monitoring progress of a multidisciplinary project team as requ=
ired.=20

III.       TERM OF SERVICE

Services are expected to start no later than January 15, 2007 and shall be =
completed by March 31, 2007.  Total estimated Worker hours shall not exceed=
 480 hours per Worker. This service may be amended, renewed and/or extended=
 providing both parties agree in writing to do so.=20=20

IV.       WORK HOURS AND LOCATION

A.     Services shall be provided during normal business hours unless other=
wise coordinated through the AE.  Normal business hours are Monday through =
Friday from 8:00 AM through 5:00 PM, excluding State holidays when the agen=
cy is closed.=20

B.     The primary work location will be at the AE offices in the Town Lake=
 Center Building, 721 Barton Springs Rd., Austin, Texas 78704.  Any and all=
 travel, per diem, parking, and/or living expenses shall be at the Worker=
=92s and/or Vendor=92s expense.

C.     AE will provide pre-approved, written authorization for travel for a=
ny services to be performed away from the primary work location(s).  Pre-ap=
proved travel expenses are limited to the rates and comply with the rules p=
rescribed by the State of Texas for travel by its classified employees, inc=
luding any requirement for original receipts.

D.     The Worker may be required to work outside the normal business hours=
 on weekends, evenings and holidays, as requested.  Payment for work over 4=
0 hours will be at the hourly rate quoted and must be coordinated and pre-a=
pproved through AE.=20=20
