found me error. *sigh* the little line on the 2511 that says

radius-server key testing

actually said

radius-server key 'testing '

Naturally the quotes weren't there, but the trailing space was. Hence
they keys didn't match. That'll bend you everytime.

I'd like to thank everyone for their assistance. This problem had me
stumped for days. I only found it because I dumped the cisco config
file to my tftp server and looked it over closely.
