Egad!!  We are going to add "NEWLAYOUT=true" to all the Makefiles???
(if so for how long is "NEWLAYOUT" going to exist?  If forever, I'd
suggest LAYOUT=2 instead).

I thought Mk/bsd.port.mk would DTRT with ".exists()" statements.
I thought very few ports would need Makefile changes.
