It's not nearly that bad.  For the follow minimal config:
---
machine		i386
cpu		I686_CPU
ident		MIN
maxusers	2
---
and the corresponding config with "device pci", the sizes are:

These minimal kernels require some hacks to compile (mainly conditionalizing
isa pnp grot).
