On Fedora Core 4 it's in the Mesa package...

rpm -q -f /usr/X11R6/lib/libGLU.so.1
xorg-x11-Mesa-libGLU-6.8.2-31

Someone retired the graphics/linux_mesa port in 2002...

Remove the linux_mesa port per maintainer's request.  It is broken, unused
and only of "archeological value".
