As others have pointed out, it's telling the network card to listen to
all traffic on the wire, not just traffic directed at it's MAC.

This is commonly caused by network monitoring/sniffing software, such
as tcpdump or ethereal.

HOWEVER, if you are not using one of those programs, it could also mean
that your computer has been cracked and someone is using it to sniff the
network in hopes of getting passwords, etc.

If you recompile the kernel without bpf devices, it will disable this
ability.
