You should load cpufreq in your loader.conf. I believe cpufreq is the
backend that FreeBSD uses for (dynamic) CPU scaling.
cpufreq_load=3D"YES"

rc.conf:
powerd_enable=3D"YES"
powerd_flags=3D"-a adaptive -b adaptive -n adaptive"
