This is the way  FFS is built. One  superblock copy by cylinder  group. You
can't change that. 

If you want less copies, use larger cylinder groups... 

usage: newfs [ -fsoptions ] special-device [device-type]
where fsoptions are:
[...]
	-c cylinders/group
