It is almost certain that top isn't the problem here, but that
some clock interrupts are getting lost. I think there are a few
open PRs on this issue - it might be nice to close all but one.

The thread "top shows all zeroes" on freebsd-hackers in Aug/Sep
this year has a better description of what the problem seems to
be.
